Thomas Dale Andrews, Secretary of State, leads a diverse staff with a single mission: represent the Nation's highest principles of fairness, justice and equitable treatment to all peoples encountered.
The Secretary of State plays a crucial role in fostering relationships with foreign governments while overseeing the management and storage of official tribal documents. Additionally, the office is responsible processing applications from clans, bands, and tribes eager to join the Houkeai Nation & Confederation. Through these efforts, the Secretary ensures the preservation tribal heritage and promotes collaboration within the community.
CITIZENSHIP OFFICE
The Citizenship Office is dedicated to managing all citizenship records for our nation. We efficiently receive, process, and handle every aspect of citizenship applications.
Our office also interacts with foreign governments and issues Apostilles and other certifications as needed. Additionally, we play a role in monitoring and assisting with elections at the clan, band, and tribal levels when requested.

PASSPORT OFFICE
In the Passport Office, where we are dedicated to serving the Nation and Confederation by issuing passports. Our office maintains records of all passport applications, ensuring a smooth process from application to approval and issuance. We offer two classes of passports: regular and diplomatic, tailored to meet the diverse needs of our citizens. Experience a streamlined service as we help you embark on your journey with confidence.

We process passport applications in approximately three weeks from receipt to issuance. To avoid any travel delays, please plan your application timing well in advance of your departure dates. Be aware that not all foreign countries recognize the Houkeai Passport, and we also do not recognize passports from several nations. BUSINESS & COMMERCIAL SERVICES
In our Corporate Services section, we handle the receipt and processing of applications for corporate charters, domestications of foreign corporations, and the commissioning of Notaries Public. Additionally, we assist in registering and chartering non-profit organizations. For your convenience, please visit the "Business & Commercial Services" section for access to our forms database. Processing typically occurs within business day of receipt of applications.
